Flesh out Pillar API documentation. #21

Each endpoint needs to be filled out with all information (parameters, return value, etc.).

The template for this is ready. At this point, it needs a developer to go in and use the "Get Users" template to fill out an entry for each endpoint: https://github.com/coralproject/docs/blob/master/docs_dir/pillar/api.md

Created ticket 37 (https://github.com/coralproject/docs/issues/37) for Gaba. The template containing all endpoints is done, so now the template needs to be filled in by Gaba with information such as parameters and example responses.
