Create versioned docs for Coral technology stack #75

Commit Coral stack to version control with details, tested versions, etc.

This will help to:

Provide context for developers testing, deploying and building on the platform
Allow for better documentation for prerequisite
Reduce resolution times when debugging installs (user and Coral team)

Example

Languages: Go, Javascript
API versions and changelog
Frameworks/libraries/modules/etc
Database: MongoDB
Virtualization: Docker
Hosting: AWS, Heroku
Keys, certs, SSL auth
Ports used by X app
etc
