Moving a question before saving it should preserve the text/options that were already input.

When you enter text/options into a question and then move it, the text/options disappear if you haven't saved it already.

I'm going to wait for this refactor (https://github.com/coralproject/cay/pull/661) to be merged before continuing with this.

Tested and this is no longer an issue.
