Create method for patching holes in the data stream #144

If, for any reason, we do not capture the live stream for a period of time, there will be a hole in the data for that period of time.

The clearest solution would be to be able to pick up where we left off and start pulling in data from a specific time (the time that the last comment was entered.)

Work with Wapo to solve this.
