Allow switching between Giphy and Tenor in Admin > Config
Add new Tenor search and preview elements in the stream

Switch between Tenor and Giphy under Admin > Config > General > Embedded media
Try posting comments with Tenor and Giphy search results

Were any tests migrated to React Testing Library?

No

How do we deploy this PR?

Merge into develop
Clients who need to migrate to Tenor can change the GIF provider option under Admin > Config > General > Embedded media.
- Select Tenor
- Swap out the API Key for a Tenor API Key
