EBB SE command does not create proper output in 2.1.5

When you use SE,1,1024 or SE,1,50, etc. it does not produce the proper PWM 
waveform on pin RB3.

New version (2.1.6) in the dev_EBF.X_2_1_6 branch in SVN fixes this issue. 
Needs testing before being merged into the trunk.
