0.2.3 changes #69

Please describe the changes this PR makes and why it should be merged: Since 0.2.3 is going to be a fairly small version I decided to just throw everything under this PR.

Here are the changes:

fix(Bucket): wait for rate limits before setting a timeout for the request
few meta changes to the eslint config and the feature request template
fixes of fairly breaking bugs with @cordis/util rest stuff.

Status and versioning classification:

Code changes have been tested against the Discord API, or there are no code changes
This PR changes the library's interface (methods or parameters added)
