I don't have any strong opinions, but I think we got a comment that we should not have any normative references in the informative documents. If 9175 is nomative, likely OSCORE and DTLS, and block drafts should be as well...

Hmm, please see https://www.ietf.org/about/groups/iesg/statements/normative-informative-references/, especially this part:
Note 3: The normative/informative distinction is relevant in any document that amounts to a technical specification, even if its intended status is Experimental or Informational.
I guess this will need to be reassessed based on the progress of the spec, but I think at least the following RFCs have to be listed as normative
