Reduce scope of the limits section and point more to the CFRG document? #1

We could reduce the scope of the limits section and only cover there the counting logic and OSCORE-relevant processing. Then for the rest we point to the document in CFRG . https://datatracker.ietf.org/doc/draft-irtf-cfrg-aead-limits/05/
