Does this document update the Observe RFC? #40

Since we introduce a new way to cancel observations

This new way is cancelling observations through a KUDOS execution where the Preserve Observations bit is not set by one peer.

Still perhaps it is a stretch to say it updates the Observer RFC. I propose to close this as is
