Comments from CoRE interim September 28: https://datatracker.ietf.org/doc/minutes-interim-2022-core-13-202209281600/#kudos CB (on chat): +1. Like SDNV coding (except that we don't compute a number from the 7-bit segments). GS: Good proposal, no need to allocate in advance bits 8/16/24/... CB (on chat): I'd prefer to earmark n*8. GS: Also fine, no strong view. CA (on chat): On registrations for 16, 24, 32 etc: Please do them now. The mandate for the document first needing a bit >= 8 was to define how this would be extended; let's not do this piecewise.

Consensus was to do this. So change bit 1 to unassigned, and make bit 0 the extension bit. Also register every 8 bits for extension (until bit 48).
