In particular, how does a sender know that "the semantics of the target are such that SenML is interpreted as configuration/actuation"? And aren't configuration and actuation quite different use cases?

These semantics need to be established out of band from SenML point of view. Could be something like CoRE interface type or LwM2M resource type that accepts SenML for this purpose. But we don't want to be prescriptive here. Perhaps giving example(s) is good approach
