Fix the RPC SIDs manually for now

This solves an issue originally detected in https://github.com/core-wg/yang-cbor/issues/130#issuecomment-985712394 but then lost in a more extensive discussion, and redetected in https://mailarchive.ietf.org/arch/msg/core/df5WITICBA6tbqS-gNKmc2xwq7A

Various pyang patches exist that would generate something like this automatically, but we should get some progress on the document while this is being sorted out.
