Educational Service Center regions vector tiles have been added to Mapbox and all details for adding this to the map are in onload.js but commented out. This PR addresses 3/4 of #16 and 2/6 of #17. Still some remaining formatting required to conform to CBF Figma, and I will almost certainly need to ask Melinda for help on these!
