Add ESC boundaries to map #20

This is very close for #16, but the remaining issue is filtering points by ESC. To do that, I think we'll need to either add an ESC column to each of the data sources, or come up with a list of which ISDs are in which ESC (because then I could filter by ISD).

I think the easiest approach wrt long-term maintenance is to assign each ISD to an ESC, because if CBF is going to continue adding new data to the spreadsheets they won't have the ESC info. Hopefully the ISDs nest within the ESCs!! I'll check on this tomorrow.

Cool, that makes sense. Visually it looks like they do nest fully, and I think it makes conceptual sense for an ESC to be defined as a list of ISDs.
