Update translation.zh-CN.yml to follow Chinese copywriting guidelines #1719

I noticed that this page https://bestpractices.coreinfrastructure.org/zh-CN was not following Chinese copywriting guidelines.

For examples

  1. Should change 代码软件(FLOSS)项目 to 代码软件（FLOSS）项目.
    Use full-shape instead of half-shape.
  2. Should change 最佳实践的>途径。 项目 to 最佳实践的途径。项目. Remove '>' symbol and extra space.
  3. Should change 或删除Cookie。 细节请参考 to 或删除 Cookie。细节请参考. Add space before Cookie and remove spaces after 。.
  4. ...

May I send a PR to update this file config/locales/translation.zh-CN.yml?

The file config/locales/translation.zh-CN.yml is generated, though it's possible to send data the other way. I'll point our Chinese translators to this issue.

I think static_pages.home.p1_html still uses half-shape parentheses & has an extraneous > symbol.

I was writing a blog about the OpenSSF Best Practices Badge Program in Chinese when I discovered that this problem still exists. This problem has gone on long enough, perhaps there is something I can offer to help?
