Create Dockerfile for app development #401

Create a Docker image to simplify setting up a development environment.

Dan Kohn started the work with https://github.com/linuxfoundation/cii-best-practices-badge/tree/dan-docker and now need to get it to call: https://github.com/linuxfoundation/cii-best-practices-badge/blob/master/install-badge-dev-env
