osbuild: make building with OSBuild the default #3800

Now all of our streams are ready to be switched to OSBuild and RHCOS latest streams are also switched over. Let's make it the default so we don't have to set COSA_USE_OSBUILD=1 any longer. This also has the side effect of making all CI run with OSBUild now too.

Prow should pass now that https://github.com/coreos/coreos-assembler/commit/06ae3e1652bf9b9ec8e906fd0fff0772ffd55850 merged.

prow/rhcos fails now because it needs https://github.com/openshift/os/pull/1506 to fix https://github.com/openshift/os/pull/1502#issuecomment-2103700708
