dist/Dockerfile: update to F36 base image #70

We already attempted the F36 update, but we had to revert due to outages, see https://github.com/coreos/fedora-coreos-cincinnati/pull/65#issuecomment-1130055600.

We have now upgrade the base image to F35 and also the required openssl crates, so the only thing left in the breaking changes is the F36 update.

We should try to tackle this again and see where it breaks.
