Rename to fedora-coreos-pinger #17

Add a deprecation notice for fedora-coreos-metrics-client, and rename project references to fedora-coreos-pinger. See commit messages for more details.

Now renamed the GitHub repository to fedora-coreos-pinger - and pushed commits to release a 0.0.3 version, which will be the first version with the new name published to crates.io.

Just made minor fixups in commits above ^ (typo in commit message, and added a period to DEPRECATED.md). Going to merge this now, then tag the releases so that the crate with the new name can be published. Further fixups (e.g. to the changes in README.md) can be done in follow-ups.
