Fix specfile and logging #4

Tested by installing in a Rawhide image, and logs at the Info level now appear.

$ sudo journalctl -u fedora-coreos-metrics-client
...
Jun 04 21:30:21 localhost.localdomain fedora-coreos-metrics-client[2582]: Metrics reporting enabled.
Jun 04 21:30:21 localhost.localdomain fedora-coreos-metrics-client[2582]: Metrics collection set at level 'minimal'.
