F36: CHANGE: DNS Over TLS #1098

In the 2022-02-09 community meeting we decided to discuss further the following change:

DNS Over TLS
- Fedora will attempt to use DNS over TLS (DoT) if supported by configured DNS servers.
- Tracking bug: #1889901

We believe we'll be able to passively pick up this change since we are already using systemd-resolved, but want to leave this issue open in case issues come up.
