gcp: support c3 metal instance types #1794

This includes the following new types:

It requires the idpf drivers to be installed (already in Fedora and RHEL9+) and the IDPF guest OS feature enabled on uploaded disk images.

We've confirmed that these changes as backported to RHCOS in 4.18 resolve the issue.
