Investigate reducing package dependencies #82

Fedora packages often include a fairly expansive set of dependencies, some of which may not be needed in Fedora CoreOS. Investigate reducing the set of package dependencies pulled into the OS image.

For what it's worth, I was just looking at this, simply out of curiosity, and generated the attached dependency graph for the binary RPMs. It should be more or less complete except that it filters out the 196 language-specific glibc-langpack packages. Maybe browsing through the graph will provide some ideas? For example, considering the mission, does FCOS need cracklib?
