docs: add multi-cluster docs #118

two outstanding questions for @ethernetdan

  1. are the CRDs necessary to enable multi-cluster user access policies installed by default?
  2. have I positioned applying the secrets manifest correctly within the workflow (line 155 on install-multi.md)

:+1: from @ericchiang and @ethernetdan and I will merge this. (then we might want to remove the manifests from their original repo, and leave a pointer to their new home here.)
