admin: add manual kubelet upgrade guide #149

As part of the Kubelet related security releases, we will need a manual guide for folks to use if they wish to fetch the upgraded Kubelet containers.

I think this belongs in Reference, rather than Admin, if it's 1) not something most people will want to do, and 2) not something you want to suggest too heavily. let me know, @robszumski and we'll get @athai to add this to the sidebar nav.

@zbwright Agreed, that location makes more sense
