feat: add helm/container publish action #3

Uses chart-releaser to cut a release on the repo when the chart is bumped and publishes a OCI artifact to GHCR. It should publish to oci://ghcr.io/coreweave/tailscale-derp/chart

I think default permissions should work here but we shall see.
