Fixed/Sticky Header #10

I want to add another panel in the Header section of the customizer for a Fixed/Sticky Header.

When enabled, these settings will apply to all header types

Within this panel, there will be:

Checkbox to enable the sticky header on desktop/tablet
Checkbox to enable the sticky header on mobile
Checkbox to hide the logo
Slider for Fixed Menu Height (this allows the header to shrink on scroll)
All other options that appear in General
