It would be good to understand what criteria should be applied to know where there are priorities among the different markets where Mozilla can play. I understand that the vision for webmaker, unlike OS, is that it can be boarderless and does not depend on a commercial agreement to roll out. However, marketing, training, and most importantly - measuring impact - would all require some form of on-the-group engagement. With that in mind it would be great to understand how to priortise countries.
Criteria could include countries where:
there are firefox MNO partnerships and handsets present in the market
there is an active Mozillian community
there are mofo partnerships and training or other programmes already underway
there is a significantly large population that has the potential to be impacted with the efforts in that market (large number of people speaking an underrepresented language)
Anything missing?
I would guess the largest combination of the above criteria make for the most optimal countries on which to focus?
