Enhancement for OpenNLPPOSTagger #94

When using OpenNLPPOSTagger it would be nice to keep the argument for the 
postag dictionary file optional as there 
are no tag files for e.g. german.

Until now you have to set "PosDictionaryFile" to point to an empty file to get 
OpenNLPPOSTagger working.

Please see #40.  We are going to eventually get rid of OpenNLPPosTagger and so 
there
is no point in fixing it.  It looks as though the OpenNLP UIMA wrapper makes it
optional.
