Add command for verifying manifests #2

We need a command "inqlude verify <library_name", which verifies the meta data. The command takes a manifest name as parameter. It should check, if the meta data is well formed, if all required elements are there, and do some sanity checking on the content. It could also check links.

It's done. The verify command either verifies all manifests, when no argument is given, or the specified file.
