As we slowly move away from the origin TVM codebase, the following changes make more sense to the file organization

Rename tvm folder to src and thus tvm/src to src/tvm
Lift include folder to make it parallel with src
Remove some tvm related docs and readme files (license and contributor list are kept)

The Makefile is modified accordingly.
