[MLIR] Integrate MLIR into tool flow with a HeteroCL Dialect skeleton #349

In this PR, we integrate MLIR into the HeteroCL tool flow. An almost empty HeteroCL dialect is also created to make sure the compilation works. The skeleton can be found under include/hcl/dialect.
