This PR adds logic to determine the "mask state" based on the latest IfSG changes.

Note that this PR currently contains lots of (made-up) logic that we used for testing purposes that was never meant to go into production. The PR will be cleaned up before being merged.

Will there also be a PR to add #mask_rules as FAQ articles (EN & DE) to the website? I would create a new PR to add this anchor to the Cypress tests in that case, although the previous related PR https://github.com/corona-warn-app/cwa-website/pull/3086 is still untouched by the Open Source Team since I submitted it 14 days ago.

Thanks for the confirmation. I've submitted a draft PR https://github.com/corona-warn-app/cwa-website/pull/3101 to test the FAQ link when it is created.
