Migrate cwa-documentation to use node 16 #844

This PR migrates the repository https://github.com/corona-warn-app/cwa-documentation from using

node 14 to node 16.

Verification

npm run checklinks
npm run markdownlint

Additional information

The PR follows on from https://github.com/corona-warn-app/cwa-documentation/pull/764 which previously locked the repository to using node 14 in sync with cwa-website.

This is a similar PR to the one in progress for cwa-website https://github.com/corona-warn-app/cwa-website/pull/2282.

https://github.com/corona-warn-app/cwa-website is now migrated to Node 16.

@svengabr It would be helpful for this PR to be merged, so that cwa-documentation and cwa-website are using the same node version.
