Remove "alex" inconsiderate language scanner #941

This PR removes the alex package as it is no longer used here. As suggested in https://github.com/corona-warn-app/cwa-documentation/pull/940#issuecomment-1416215325, we are now handling this in a seperate pull request.

Thanks for opening this separate PR!

Can I suggest also removing:

It seems that there are some temporary network problems accessing rki.de.
