Wrong free of charge test information in FAQs #1867

Where to find the issue

Describe the issue

The FAQ entries linked to above all mention that one has the right (by law) to get tested with a PCR test if the Corona-Warn-App shows an encounter with increased risk (red card).

However, as pointed out by @achisto in https://github.com/corona-warn-app/cwa-wishlist/issues/657#issuecomment-942258525, this is not the case. One has the right to get tested with any test mentioned in §1 of the Coronavirus-Testverordnung.

Suggested change

Remove wrong information from the FAQ and replace it with the general note that one has the right to get tested, without mentioning with what kind of test.

Additional information

I can provide a PR for this, however, I'd like the legal team to take a look at this to make sure I didn't get anything wrong here.

@dsarkar I consider this as a high priority issue, this wrong (!) information is currently spreading through Twitter & the source is always our FAQ entry.

Can we get an Internal Tracking ID and a fix ASAP?

@Ein-Tim I suggest not to explain about "right to test" or "cost of test" in the CWA FAQs and only recommend what to do.

The app links to https://www.coronawarn.app/en/faq/#red_card_how_to_test "Red Card? How to go through Corona testing" which suggests a PCR test after red warning.

This is linked to https://www.coronawarn.app/en/faq/#vac_cert_red_warning "How to behave if I am partially or completely vaccinated, but receive a red warning in the Corona-Warn-App?"

with

"Notification by the Corona-Warn-App about an increased risk allows for a free PCR test."

which I suggest removing

The #red_card_how_to_test article is also linked to https://www.coronawarn.app/en/faq/#rat_red_card_which_test "If I see a high-risk encounter in the App, i.e. a red card, should I do a rapid antigen test or PCR-Test?"

with

"An encounter with increased risk in the Corona-Warn-App allows you to take a free PCR test. Please confer with your doctor for the further procedure."

which I also suggest removing.


As can be seen from the Website of the Bundesministerium für Gesundheit https://www.bundesgesundheitsministerium.de/coronavirus/nationale-teststrategie.html the question about free tests is very complex and cannot reasonably be explained in one sentence. So before inaccurate information is published in the CWA FAQs it would be better not to try to explain this aspect at all.

The decision about what to recommend and what to say, should come from RKI in my opinion.

This would be the easiest way for us. But the user would be left alone with the information that we recommend a PCR test, but the user thinks that they have to pay for it. In the end this could lead to the situation that the user doesn't get tested at all, which would be the worst option.

IHMO the RKI has to decide on this, however, as long as there is no decision, we should removed the wrong information from the FAQ.
