FAQ `ramp_down` improvements

Description

This commit improves clarity and correctness of the ramp down FAQ sections.

What was changed

• https://github.com/corona-warn-app/cwa-website/blob/master/src/data/faq.json
  • ramp_down_features- fixed a wrong tense
  • ramp_down_tests - fixed wrong tense
  • ramp_down_check_in - improved clarity
• https://github.com/corona-warn-app/cwa-website/blob/master/src/data/faq_de.json
  • ramp_down - fixed the spelling of "Ruhemodus" (I used "Ruhemodus as this is the term the Bundesregierung uses the most in https://www.bundesregierung.de/breg-de/themen/coronavirus/corona-warn-app-ruhemodus-2182638)
  • ramp_down_features - fixed wrong tense
  • ramp_down_tests - fixed wrong tense (Please note that the dates differ from German to English, but the meaning is the same. It might still make sense to align that, what do you think?)
  • ramp_down_check_in - improved clarity

Is it planned to change each date-sensitive FAQ after every ramp-down deadline passes? There are quite a few coming up in the next weeks.
