Add "news" from "Corona-Infokanal des Bundesministeriums für Gesundheit" (Telegram) #219

The "Bundesministerium für Gesundheit" offers a public Telegram channel with regular (short) information.

But not everyone is using Telegram, so it would be great to have this information within the app as well (optional as push) messages. This could also help to inform people in a more offical way.

Thanks for the input. I have created a Jira ticket for your request (ticket ID: EXPOSUREAPP-3328). The feature will now be discussed by the developers and the RKI. If there are any new on the progress, they will be posted here on Github.

It looks like the Telegram channel from BMG is available in German only. https://www.bundesgesundheitsministerium.de/coronavirus.html says there is also a WhatsApp channel.
