At CCTG, we have been actively operating a mastodon account since we first launched to inform our users about updates and other developments and to answer their questions and concerns. I’d say that users have been quite happy with that overall.
Operating a mastodon account does not cater for the informational needs of an app scaling to 60 mio potentially. Even in its dead state the Twitter account has 11k followers. Who owns the account and could it be handed to someone PR minded, who will report basic stats and news on a daily basis as a minimum. Better even would be professional PR to increase usage and acceptance.
Maybe @hschepp1965 would like to comment on this because the last tweet from the Twitter Account https://twitter.com/coronawarnapp was actually a retweet from his tweet.
Hi, first of all I would like to know who is the owner of this @coronawarnapp account.
Well @hschepp1965, exactly, that is what we are trying to determine. Can anyone shed light on this ?
@hschepp1965
So wait, you don't know who the owner of this account is? I thought that this was an account from the Bundesregierung or maybe even SAP/Telekom or something like that. The RKI & many other official Twitter accounts follow it, so I assume it is.
But just to clarify that, SAP is not the owner of this account, right?

@tkowark @SebastianWolf-SAP @tklingbeil
Good Morning!
We (Hilmar Schepp & the CWA GitHub community) are searching for the owner of the @coronawarnapp twitter account. I thought, you probably know who was maintaining that account in the early days of the CWA, or you might know someone who could know... Can you help us out? Thanks a lot!
(@tkowark @SebastianWolf-SAP : we had some communication here last summer. I hope, you're both well and enjoying like us, how well CWA is developing. Many greetings!)
Hi all,
unfortunately, I don't have any information regarding the owner of this account.
Best, Thomas
Dear @tklingbeil , thank you. At least excluding people limits the number of possible owners. All the best to you, too.
From some "internal discussion of community members", most likely it was maintained by the RKI or a related PR company.
So, if @tkowark and @SebastianWolf-SAP don't have a better idea, then it's probably the best option for @hschepp1965 or @HannaHei (I guess she has a direct link) to ask the responsible persons in RKI accordingly.
Dear community managers, please forgive me in advance, but I just can't resist:
"Hej! Der kleine Twitter Account der Corona-Warn-App vermisst seine Eltern. Du kannst ihn im Bällebad beim Smâland abholen. Vielen Dank!"
I've now sent a Mail to corona-warn-app@hirschen.de which is mentioned in https://styleguide.bundesregierung.de/sg-de/basiselemente/programmmarken/corona-warn-app-baukasten/corona-warn-app-der-baukasten-fuer-unterstuetzerinnen-und-unterstuetzer-1756534. Maybe they created the Twitter Account and are no longer responsible?
FYI: https://twitter.com/rki_fuer_euch/status/1390247337356894208?s=21 says:
@ coronawarnapp ist kein offizieller Kanal
Now I asked:
Warum folgt dann der Account des @rki_de dem Account? Wissen Sie wem der Account gehört?
Yes, we are trying to find the owner.
@dsarkar Could you ask around internally if anyone knows more? Thanks!
I don't think the Twitter account is an official account, as it was registered with a Google email (coronawarnapp@gmail.com), as you can see from the password reset window, maybe the CWA maintainers can get the access from Twitter?

Interesting! As I see it there are two possibilitiesto resolve this quickly without a lenghty search for the owner:
Usually Twitter takes two weeks to get back to requests like this so this could be done already while the search is ongoing. If searching for the owner fails there is still the chance to get the username. If the search succeeds there is no need to worry as Twitter will not immediately terminate or change the account but rather reply first with what can be done from their side.
tl;dr: contact Twitter asap even though the search for the account's creator is still ongoing.
FWIW , I sent an email to the account.
@DanAmt @achisto @Beowulf2 @Ein-Tim and community, thanks to everybody, I will forward the information internally.

We should think about what'll happen once the owner of the account was found. Will SAP take over the account? Probably the Bundespresseamt would have to make a contract with them about this before they can do this?
It makes no sense to search for the owner now and still don't use the account once we have access to it...
The twitter account is now suspended for violating Twitter ToS. Maybe Twitter already acted, after someone reported the account?!
Thanks for the update @floscher!
This is the chance to create another new account and use it in the way I described above! @dsarkar @hilmarf @tklingbeil
RKI is legal owner of the app. IMHO they or whoever they see fit should post daily updates of usage stats plus News and so on. I would also a post daily service thread to channel support requests.

In my opinion the account should not only be used for updates on the usage or new version but also for answering questions from the community and proactively monitoring Tweets mentioning CWA (also those without the corresponding @ or #). Right now questions regarding the CWA are often answered by a few people volunteering their time and basically doing SAP's job.
Another suggestion that I already made some months ago in #259:
currently the official CWA Twitter account is rather inactive (last tweet from 04. August) and not used at all to have a dialogue although there are dozens of tweets mentioning the account, asking questions and reporting unexpected behaviour. In contrast to GitHub, where the user base tends to be a bit more tech-savvy, on Twitter you find all kinds of people which is a lot closer to the kind of everyday user. Starting a conversation with everyday users instead of just "techies" could lead to interesting suggestions and uncover problems one wouldn't have seen otherwise.
My stance was and is to take off the brakes on marketing and PR. The 11k(!) followers should be served and new ones be gotten to help break the 50Mio users.
FYI: I modified the title and the OP to reflect the latest changes (deletion of the Account).
@Ein-Tim Is it really deleted ? All those lost followers ... It would be better to reinstate
@DanAmt I'm quite sure that the account can be reactivated if somebody who is a representative of the Corona-Warn-App wants that. But currently it's unavailable (=deleted).
My suggested solution is that the responsible people take the necessary stepts to reinstate the account and give it to @Ein-Tim to post announcements and support users in the name of Corona-Warn-App. ;)
I would really take this over if this is welcome! And if somebody else would help out when I'm busy or need some time off than we could definitely at least have a coverage of releases, risk parameter changes, news or big bugs.
I would love to promote and inform this App. So I would volunteer to help out.
@dsarkar Could you forward into the ticket that the community would be willing to take over the basic communications.
For sure the account would have to inform that it is currently "hosted" by the community. This would give you more time to find professional PR people that could take this over and the account would not die.
@fynngodau @DanAmt @Ein-Tim @floscher @achisto Thanks. I will forward your findings and suggestions! Enjoy Sunday!

SAP used the Twitter account https://twitter.com/sapopensource recently on May 7, 2021 to put out some information on #CoronaWarnApp new features through https://twitter.com/sapopensource/status/1390637547315937283. The tweet links to https://www.linkedin.com/pulse/check-in-funktion-schnelltest-integration-und-digitale-mueller/ with an article from Juergen Mueller, Chief Technology Officer and Executive Board Member at SAP SE, who thanks the user community.
The tweet only has 6 likes so far, so it looks like the account is not well known with regard to providing information on the Corona-Warn-App.
Perhaps SAP upper management should consider using GitHub as a communication channel when giving thanks back to the user community, in addition to using Twitter and LinkedIn?

When I view https://twitter.com/coronawarnapp it shows suspended, not deleted.
@MikeMcC399
Yes, you're right, the account is suspended and not deleted, sorry for being inaccurate here. But my devices only showed "Account unavailable" so I couldn't tell what exactly happened.
Thank you for also sharing the Twitter Profile, I knew it already but as you said, it's way too small imho.
What is the latest? First threads appeared on twitter asking about suspended state. Is there light at the end of the @coronawarnapp tunnel ?
@DanAmt Nothing new to rreport yet.

It looks like we are back in business with @coronawarnapp on Twitter. Do we know this time who has the keys to the kingdom ?
I changed the issue back to the initial post to use the Account. If we see that it's used this has been implemented and I will close this issue.
Good Morning, to the question raised by @DanAmt : After investigation on the long-time dormant account, we asked Twitter to regain ownership of the @coronawarnapp account. Officially, now the Robert Koch-Institut (RKI) holds this account. However, in close contact with RKI also the implementation partners may publish news, announcements and may respond to comments or questions - if not already be answered by the Twitter community. Please note, this is an additional offering for information about the Corona Warn App; the Twitter account will not and cannot replace the existing channels at the respective web sites.
So BMG tweeted yesterday to officially announce the channel and while it was still blocked by Twitter for some, apparently, the new account now has deleted all old tweets and there are some new ones.
As such, I guess this issue is finally solved.
Note: If you've previously followed that Twitter account you need to re-follow it, because I guess Twitter deleted all these when you claimed ownership.
@rugk
Although there are some tweets now, I suggested three things.
a) tweet the downloads of the app - ✅ b) support Twitter users with technical problems - ❌ c) tweet news (new version, risk parameter changed, etc.) - have to wait till a new version gets released to checked.
I'll be happy and close this issue if a) & c) are fulfilled, although the most important suggestion (b)) is not done...
I'm still monitoring on the activity and so on. Afterwards I'll close this. Thank you for sharing the Tweet from BMG!
https://www.rki.de/DE/Content/InfAZ/N/Neuartiges_Coronavirus/WarnApp/Warn_App.html also now links to https://twitter.com/coronawarnapp.
I have not seen any direct Tweet yet on the Twitter channel https://twitter.com/coronawarnapp for the version 2.3.2 which was released to the App Stores (https://apps.apple.com/de/app/corona-warn-app/id1512595757 & https://play.google.com/store/apps/details?id=de.rki.coronawarnapp) yesterday.
Edit: Tweet just appeared 13:23 Jun 9, 2021
Okay. The 2.3 release was a bit weird, no GitHub release etc., but they now tweeted about it.
I'm happy to say that this has been implemented and I'm going to close this issue now.
Thank you everyone!
Whoever is in charge of the account should please clarify the questions users have. (F.e. about which qr codes work)
We made it back into the Twitter Trends for Germany today with #CoronaWarnApp 🎉
Current Implementation
The last Tweet (excluding Retweets) from the Twitter-Account @coronawarnapp was on the 02.06.2021.
Suggested Enhancement
Use this twitter account to a) tweet the downloads of the app b) support Twitter users with technical problems c) tweet news (new version, risk parameter changed, etc.)
Expected Benefits
The most users of the Corona-Warn-App probably don't know how they can get help (besides of the hotline) or they don't want to create a GitHub-Account. But most people have Twitter-Accounts and many are tweeting about problems (using #CoronaWarnApp or #CoronaApp). If there is somebody who helps users who have problems, more users will feel heard and not uninstall the app if there are any problems.
