Because of data privacy reason we prevent any connection between luca and CWA events. The CWA ha the "In Vertretung warnen" feature to warn CWA user if a non CWA user receive a positive test. Because normally the Gesundheitsamt sends a warning to the luca user manually they could equally do this for the CWA https://www.coronawarn.app/de/blog/2021-09-08-cwa-version-2-9/
Current Implementation
CWA can now scan QR codes created for Luca App users to check into an event. Apparently this will inform other CWA users to be notified if another CWA user at the same event was tested positive for Corona.
If a Luca App user at the same event was tested positive, there is no warning being generated to CWA users unless the Luca App user also uses the CWA App and ideally has also checked in via CWA App.
Suggested Enhancement
If a user checks into an event using a Luca QR code, a generic user should be created serverside that checks into the Luca event as well as into the CWA event, therefore creating an anonymous connection between the two applications. Whenever a Luca user from that event tests positive for Corona, the generic user will be alerted and therefore also alert other CWA users from the same event.
Expected Benefits
As of now, Whenever a Luca App user is tested and registered positive for Corona CWA users will only be alerted, if the Luca App user was also checked in via CWA or if he used the CWA and was in close proximity to a CWA user. While it's very unlikely that anyone checks into an event both via Luca and CWA, the CWA check it might be rather useless - the CWA user is only alerted through the original proximity check.
This suggestion will bring the the 2 independend alert circles together, spreading the Luca alert also to the CWA circle without relying on the person being tested positive to also use the CWA.
Benefits: More people with the same risk of being infected are alerted. Also, if should increase the acceptance of CWA event check ins by users, event organizers and also authorities.
