Shorten UUID match time and RED notice time to 10 days #767

Current Implementation

Currently RED notice persists for two weeks, meaning bloototh UUIDs are evaluated in a two week period. The current quarantine regulation is different and with Omikron there have been reports of "always red" apps>

Suggested Enhancement

I suggest to shorten the time in which a match is looked for and the RED notice applies two the quarantine time the government suggests . (Currently 10 days)

Expected Benefits

More exact warnings and tracing in increased infection situation.
