[PCR Test Result] Notify User to Retrieve Test Result from Testing Site when Test Result is not available in CWA after +48hrs

Current Implementation

User registers PCR test in CWA. Tile in home screen informs user that test result is not yet available. If there is no submission of the result from laboratories to CWA-testresult-server at all, the same information is shown for 21days until the test(-registration) is outdated.

Suggested Enhancement

As a user, I want to be informed by the app, when my PCR test result couldn't be retrieved after +48 hours. I want to be instructed to contact my testing site (practitioner, test center, etc) whether the result is available. I want to get the information that there may be a delay in test result submission to the app due to high work load in laboratories, or that due to technical reasons the result can't be submitted at all in some/few cases. I want to be informed that I should call the TAN hotline in case of a positive test, when retrieved the result outside the app. The basic information that there seems to be a delay in test result submission to app I want to read in one or two lines on the PCR test tile. When I tap on the tile, I want to find the detailed instructions in a new screen.

As a user, I would be happy when a push notification informes me that new information regarding the pending (delayed) test result is available, so that I can find information/instructions on the PCR test tile as a starting point as soon as possible.

Expected Benefits

• reducing delays to retrieve positive test results by instructing users to use different channel for result retrieval, hence earlier warning of contacts
• reducing delays to retrieve negative test results by instructing users to use different channel for result retrieval, hence earlier finishing of isolation (for previously positive tested) or earlier information towards other entities (like employer)
• reducing anger of users by qualified information and instruction (giving back control), hence increasing acceptance of app and decreasing a remarkable work load in affected support teams of hotlines and app stores that need to answer all complaints of non-retrieval of test result in the app.

As a sick person waiting for my PCR test result I want to know if I am contagious and have to isolate or if it is just a summer flu and I am allowed to cook a meal for my family. Also I don't want to totally lose any confidence in German institutions if there still is no test result and no other kind of update, status or any other kind of helpful or respectful message after waiting in vain 4 full days for my PCR result, see [PCR Test Result] Notify User to Retrieve Test Result from Testing Site when Test Result is not available in CWA after +48hrs #795.

Trying to condense this into a scrummy user story kind of sentence:

As a user, I want to receive helpful information on what to do after waiting too long for my test result so that I can ensure to take the necessary precautions as a responsible member of society.
