Implement implied risk banner if PCR positive #860

Current Implementation

Outcome of https://github.com/corona-warn-app/cwa-app-android/issues/5581 (with already a little discussion)

Currently the app doesn't show the risk banner, if you are PCR positive and there are no high risk contacts anymore, which is confusing. To many users the following happens:

While I obviously understand it would be pointless to show "low risk" while being positive, the way it's implemented gives the vibe of being broken. Non-tech people don't think like that (and also not me while having covid :D)

A problem we have is that there are quite many users who don't remove their positive test result when they leave quarantine so if we are hiding the risk card completely (even if the status is increased risk), then the question is when to show the risk card again (independent of the status).

I'd suggest after the same period of time when the low-risk card is currently shown again. Alternatively a default banner like "Risk assessment is currently stopped due to positive test" might work, which could be shown in any case.
