Enable POC-PCR (rapid PCR tests) feature of the CWA & let testing stations connect #861

Current Implementation

According to a Glossary entry CWA has been technically prepared to be able to handle rapid PCR tests (POC-PCR tests) with version 2.19. While this feature has been mentioned in the initial release notes of version 2.19 in the app, it was then released with a patch release (see https://github.com/corona-warn-app/cwa-website/issues/2541#issuecomment-1079713203).

Version 2.19 has been technically prepared to exchange certificates or register PCR rapid tests and transmit test results. Once the certificate exchange rules are implemented and PCR quick test QR codes are issued, these two features will be available to CWA users. […]

Asked about information on the feature's status in May 2021, @dsarkar responded that he has not received any further information on the feature.

This means, that the CWA is prepared to handle rapid PCR tests, both app wise & on server side (https://p.coronawarn.app). The only thing "missing" is the testing stations, which can't submit rapid PCR test results to the app.

Suggested Enhancement

Activate the feature & offer testing stations connection to the CWA system, not only for real PCR tests but also for rapid PCR tests.

Expected Benefits

Rapid PCR tests are used more and more often and users have no option to get them in the CWA, neither directly via a QR code nor via a TAN from the hotline (see Can I share my positive rapid antigen test or rapid PCR test result via the TAN hotline?).

As the CWA project went into ramp-down mode, I don't expect to see any bigger features implemented. I'm therefore closing this issue.
