Proposed Changes

Add support for issue-form in the leaderboard repository to track feedback and bug reports from other organizations. This involves creating a folder .github/ISSUE_TEMPLATE and adding two types of forms:

  1. Feature Request: feature-request.yml
  2. Technical Visual: technical-visual.yml

Description

This PR addresses the need to streamline the feedback and bug reporting process by implementing issue forms within the repository. By introducing structured templates for different types of issues, such as feature requests and technical visuals issues, we aim to gather comprehensive information from users and stakeholders.

Feel free to drop the changes made to the footer in this PR and come up with a fresh design for the footer altogether in a separate PR, which could include more information about the organization, data-repo, link to the flat repo explorer, etc. (Separate issue)
