Update USAGE.md, correct a missing atribute in the create API call #2

This solves my issue

As i said on #1 , it's not that simple.

It's now since 1.19+ impossible to add secrets in an organization which arent tied to any collection.

I was able to do it before.

And when you are adding ciphers to your personal vault, you do not need collectionIds too.

I'll try to clarify that.
