slug is ignored when creating org
owner email can be set to anything and doesn't enforce relational schema

Note: it actually created a user. Note: user.is_active = True on organisation user means user has created account. There's also ability to send a reminder. Note: is_active is actually on organisation and not on org user. Not sure if it's really helpful. Probably easier to just reimplement ourselves. Note: can probably just reimplement the invitation backend.
