Full timezone information #10

A new TimeZone object could be created or we could add patterns to 
DateTimeFormat object?

Standard proposal offers only local and UTC time zone info.

The standard does allow timezones other than UTC to be supported. It's not 
clear whether this bug is about that or not. If not, I'll file a new bug.
