collator.h in the latest 'release' has a license different from the rest of
files in the directory.
I'm aware that all these files are replaced/updated per the latest EcmaScript
I18N spec. So, this will not last wrong.
In the meantime, Chrome on Android like this to be fixed in the current
'release' (that is imported by Chrome).
